Hanoi, May 20, 1909. THE first section of the Yunnan Railway, namely that from the frontier of Tonkin at Lackay to Amicbou (A-mi-tchéou), north of Mongtze, was opened to traffic on the 1st instant.
Amichou is about 138 miles (223 kiloms.) from Iackay, and the journey between the two places takes twelve and a-half hours according to the time-tables at present in force. Visitors from abroad taking this route into Yünnan will have to come first to Hanoi (a railway journey of 64 miles from Haiphong, which takes three hours to accomplish). From Hanoi, the train for Laokay starts at 6'25 A.M., and is due to arrive at its destination (1843 miles) at 6:30 P.M. The traveller must pass a night in Laokay, where there are two or three small hotels. The next morning the voyage is recom- menced at 6:35 A.M., and the train is scheduled to arrive at Mongtze (Dragon Noir station) at 4:34 P.M., and at Amichou at 7:10 P.M.
From Amichou to Yunnanfu will be another day's journey when the railway is completed. It is now confidently expected here that this will be not later than the month of April 1910-possibly two or three months earlier.

The line does not actually touch the town of Mongtze, which lies in a plain, while the railway keeps along the side of the hills. The nearest point of the line to the town
go is the station at Dragon Noir, which is 44 miles (7 kiloms.) distant, but goods all the Pi-che-tchai station, 7 miles (11 kiloms.) from the town, where an office of the Chinese Customs has been established.
I have the honour to enclose a short table showing some of the principal charges for the conveyance of goods and passengers on the line. It will be noticed that goods of French or Indo-Chinese origin are favoured with a reduced tariff when conveyed by the truck load. The goods which will chiefly benefit by this at present are the cotton- yarns spun in the three Tonkiu mills.
The line is worked by the Compagnie Française des Chemins de Fer de l'Indo- Chine et du Yünnan.
